Letter: From the Detroit Health Department

The following letter was prompted by recent coverage in BTL of the Detroit Health Department and HIV/AIDS funding.
Dear BTL,
The City of Detroit, Department of Health and Wellness Promotion (DHWP) HIV/AIDS Programs administers Title 1 funds through the Ryan White Care Act.
Through a competitive Request for Proposal (RFP) process, subcontracts are awarded to organizations to provide direct services to individuals impacted by HIV/AIDS. Review of the RFPs is a fair and impartial process. Awards are based upon the organizations' past performance, sustainability, and ability to provide quality services in a customer-focused, cost-efficient manner.
Ryan White Funding is dependent upon appropriations from Congress. Organizations are strongly encouraged to have the capacity and infrastructure to sustain themselves independent of single source funding.
DHWP HIV/AIDS Programs operates within federal guidelines and the oversight of the Southeast Michigan HIV/AIDS Council (SEMHAC) as it applies to Ryan White, Title I funding. Funding priorities are established by SEMHAC and grant funds are awarded through DHWP to sub-contractors accordingly. In addition, mandates from the Health Resources and Services Administration (HRSA) require grantees to concentrate on the provision of care services to clients as priorities in the Eligible Metropolitan Areas (EMA) that receive Ryan White, Title I funding.
DHWP has prided itself, since 1992, in funding programs that positively impact the health status of individuals we serve. The DHWP HIV/AIDS Programs continues to demonstrate and show evidence that the identification and severity of need for our clients is a major focus. Out of 53 Title I EMAs in the country, Detroit was one of 21 that received an increase in the FY 2005-2006 award from the federal government. The foundation of the HIV/AIDS Programs is customer-focused and built upon sound operations, integrity, and responsible fiscal management.
