Arizona Gov. Jan Brewer signed a bill April 18 that requires public and private adoption agencies to give primary consideration to placement with a married man and woman unless other factors make it not in a child's best interest.
The Human Rights Campaign denounced the new law, calling it a "major defeat" for children and youth.
"Child welfare experts agree that adoptive parents should be judged by their character and their ability to raise a child, not on their marital status or sexual orientation," said HRC Family Project Director Ellen Kahn. "It's shameful that politics trumps the needs of children."
